Socrates, tienes que usar el entorno de programación Eclipse, e instalarle el plugin que menciona la entrada. Además, tienes que descargarte el Android SDK, que también está en la entrada.
Para poder ejecutar el Hola Mundo más básico, tendrás que seguir el siguiente post.
